A small cost-down change can disconnect the evidence

Which original report facts remain true when the module stays the same but its antenna and charger change?

The gateway passed through a carefully documented test campaign. Purchasing now proposes an antenna from another supplier and a cheaper charger. Both fit the existing connectors. The radio module and product name are unchanged. It is tempting to attach the old report to the new bill of materials and treat the decision as administrative.

But a report describes a specimen in a configuration, under a method and conditions. The antenna can change the radiated pattern, feed match and installation envelope. A supply can change conducted noise and the currents flowing along a cable. The original observation does not disappear; the connection between that observation and the new configuration needs review. That connection is the central object of this lesson.

Answer

No blanket conclusion follows. First read the actual module integration envelope and the report’s antenna, supply, host, exposure and instruction scope. Some evidence may be reusable after a scoped comparison; other uses may require analysis, tests or different documents. The unchanged module record answers only its own question.

Illustrative case · one immutable record, two manifests

G02-LC is a named lifecycle study derived from G02/A1/P2/F-NA/wifi-node. Manifest SYN-MAN-G02-LC-v1 retains the original antenna/feed and charger. The proposal creates v2 with ANT and PWR changes; it does not overwrite U5/U6 or the G02-NA-MA study from the preceding lessons.

The inherited teaching-node-v1 remains generic 2.450 GHz QPSK, 20 kbit/s information, 10 ksymbol/s, RRC roll-off 0.35 and 80 ksample/s at D3. Its named Wi-Fi gateway option still needs an exact standard, band, mode and concurrency definition. The teaching waveform is not automatically a Bluetooth, Wi-Fi, cellular or legally permitted mode.

A baseline is the versioned set of product facts, requirements, evidence uses and recorded decisions against which a change is assessed. It is useful precisely because a reviewer can reconstruct what was known before the change. Start with the configuration matrix and the module/host envelope rather than a generic product-name search.

Put compliance questions into requirements early

Which design choices should a future compliance question constrain today?

A requirement becomes useful when it reaches a controlled design variable. “Global compliance” cannot select a filter, a region image or a mounting distance. A dated, jurisdiction-specific question can identify the operating modes, antenna options and installation conditions that a design must support or prevent. Unresolved applicability belongs in the requirements record rather than in a guessed universal limit budget.

Follow 05.1’s requirement discipline: distinguish a product need, an engineering allocation and verified evidence. NEED-08 and C-MARKET remain parent questions. The compliance lead establishes the real source and activity; RF and firmware leads translate the resulting constraints into interfaces and controlled modes. A design budget is not a new legal threshold.

The causal links are engineering hypotheses with evidence needs. 06.3’s integration variables explain why a feed or enclosure belongs in the manifest. 07.7’s coexistence review keeps permitted and restricted simultaneous states explicit. Neither lesson supplies a worldwide compliance limit.

Assign evidence and decision authority

Separate the person who produces evidence from the role that decides how it may be used. The RF engineer can explain a changed antenna’s consequences. A laboratory can report what it tested. A conformity-assessment body has a defined scope and procedure. The manufacturer or other responsible actor has jurisdiction-specific obligations. None of these roles can be substituted by a populated spreadsheet row.

Each reviewed claim needs a source/version and locator, applicability rationale, controlled design variable, verification method, evidence owner, decision rule and review trigger. Keep applicability, evidence maturity, scope match, source freshness and legal validity in separate fields. A formal report can be out of scope; a pre-scan can guide a redesign while the formal question stays open. “Not applicable” requires an explicit reviewed reason; unknown is not an exemption.

SYN-CLAIM-ANT-EU-v1 asks whether one RF question can use the v2 antenna comparison. Its antenna lead owns the physical explanation; the document owner links the exact manifest and evidence; the jurisdiction reviewer establishes the applicable requirement. The supplied RP2 packet later resolves only this fictional question. Exposure and other markets remain separate.

Decision and record updateRecord an evidence-producing owner, engineering reviewer and actual actor question separately. Add the method-specific decision rule before interpreting a margin; a generic uncertainty interval does not replace the applicable procedure.

Build representative test modes and hooks

A test hook is a controlled way to put a product into an observable state. It may select a channel, request a modulation, sustain a burst, expose telemetry or hold a repeatable traffic load. Its value is reproducibility. Its danger is producing a radio state that the production device cannot reach—or hiding one that it can.

Document the relation between test and production images. If a test image bypasses calibration, changes output power, disables coexistence scheduling or extends on-time, say so and explain why that state represents the question being tested. Telemetry should help confirm the actual state, including commands, supply, timing and recovery behavior. A log of the requested power is weaker than evidence of the RF behavior achieved.

Keep physical test execution under Path 08’s lab practice. Verify safe access and equipment limits before energising hardware. This lesson produces a traceable plan, not live instrument commands. Canadian report requirements also make specimen and test configuration identity material; read the current RSS-Gen §§8.1–8.2 for the actual report question.

Common misconceptionSoftware-only changes cannot affect RF.

Radio commands, calibration, clocks, duty and scheduling can change RF behavior. A security patch may be independent of them, but that is a scoped reviewed conclusion, not a property of the word “software.”

Freeze the sample and record deviations

A “golden” sample is useful only when its origin and representativeness are known. An unusually well-tuned prototype may hide production variation. A unit repaired in the lab may no longer match the released bill of materials. Freeze enough identity that a later reviewer can distinguish the intended baseline from the actual specimen.

Move from exploratory prototype/pre-scan work to a formal configuration freeze deliberately. Preserve specimen/serial identity, assembly revision, firmware/region, antenna/feed, supply/accessories and installation. Record the calibrated setup and environmental state. A deviation is not necessarily a bad experiment; an undocumented deviation makes it difficult to know what the result supports.

Illustrative case · a charger swap halfway through testing

SYN-SAMPLE-G02-01 starts with P2-v1. A replacement supply is installed after a cable fault. Keep the earlier observations linked to the original configuration; create SYN-DEVIATION-LC-01 for the replacement, reason, time, affected measurements and reviewer. Subsequent data point to the changed specimen state. Do not replace the supply entry on the first report page and make both halves appear identical.

The report reviewer checks whether the supply change influences the relevant emissions or radio result and which tests need a representative repeat. A scope conflict stays visible beside other unknowns; it does not erase them.

Index the complete documentary baseline

A technical-document index connects the pieces of an argument. It should let a reviewer start at an actual requirement, find the controlled design and specimen, inspect the evidence and understand the decision. A directory full of PDFs may contain every filename yet still miss an applicable obligation or a configuration relation.

Keep the index versioned alongside risk analysis, standards/source editions, calculations, reports and raw evidence. Declaration, label and instruction workflows use these records, but their approval belongs to the relevant actors. RED Article 21 calls for documentation before placement and continuing updates; the Swiss OFCOM documentation guidance ties its scope to design, production and operation. These are source-specific obligations, not proof that this internal index is legally sufficient. Read the RED provision.

Do not use one global “report expiry” field. For example, Swiss Article 16 has actor and series conditions; the current RSS-Gen §8.1 ties test-report retention to the listed continuing activities. An internal review date can be overdue while a historical report still records its observation accurately. Actual retention and availability duties require their own source review.

Follow physical and software change paths

How far does a change travel—and what would justify stopping the investigation?

A directed dependency means that changing upstream facts can require review of a downstream use. ANT reaches radio performance, exposure/installation and documentation. PWR reaches host/supply emissions and documentation. The shared EDOC node is counted once, but both reasons remain. The union is four evidence uses, twenty questions and five dossiers. ESEC and Q-EU-ADD have no known path from this pair within the supplied reviewed boundary.

Reachability identifies review questions. It does not choose a retest method, a permissive-change class or a legal release. Compare the actual changed facts and evidence before deciding which analysis, representative test, document reconciliation, source recheck, specialist review or proposed restriction is appropriate. FCC change conditions are specific to the actual equipment and change; §2.1043 does not create a universal software exemption.

Think about itThe enclosure change is described as cosmetic, but its pigment’s RF properties are unknown. Is it a no-impact change?

No. Composition, conductivity, dielectric loss, thickness and the mounted antenna response may matter. ENC therefore reaches ERF and EEXP in this synthetic graph: ten questions and five dossiers. Request material and controlled integration evidence before replacing unknown with reviewed independence.

A margin belongs to the measured configuration

Consider an internal upper-limit exercise, not a regulatory criterion. The illustrative v1 on-time mean is y = 19.3 dBm at R1-TX, expanded uncertainty U = 0.4 dB, and internal inclusive upper limit L = 19.7 dBm. Use the declared Path 08 interval-containment screen: the complete interval must lie at or below L.

Power-control firmware predicts an on-time level increase of +0.5 dB. That gives a prediction of 19.8 dBm. If U were provisionally unchanged, the interval would be [19.4,20.2] dBm. It straddles 19.7 dBm, so the internal screen is inconclusive. The old measurement cannot be relabelled as a v2 measurement, and the uncertainty may need reassessment.

JCGM 106 §§8.2–8.3 distinguishes decision rules; NIST TN 1297 §6 explains expanded uncertainty. A real evaluation imports the actual method, statistic, plane, bandwidth/detector where relevant, uncertainty and required decision rule. This example uses exact integer tenths for decisions; display rounding cannot change equality.

SEC unknown keeps ESEC → Q-EU-ADD → M-EU known while ERF and five RF questions remain potential. M-EU has an additional uncertain RF mechanism, but is already known. A reviewed independent radio relation removes only that uncertain branch.

Connect production and field evidence to action

A field complaint connects lifecycle control to an actual population. The first job is to preserve the report and identify the affected configuration, not to infer a cause from the customer’s description. Product revision, firmware, antenna, supply, installation and operating state can determine whether the complaint relates to the baseline, the changed proposal or an unrecorded variant.

Ask a qualified responsible role whether the available facts require prompt containment, investigation or other action under the applicable jurisdiction.
